Contracts Supervisor - Kennedy-Donovan Center - Foxboro, MA

The Contract Supervisor is responsible for maintaining Kennedy-Donovan’s Centers, (KDC) contractual relationship with our State Agencies and Municipality Funders. The contract activity may be non-routine and require development of specialized contract vehicles and techniques to accomplish KDC and funder goals and objectives. This position involves independent judgment and analysis of significant issue identification and resolution within State Agencies and Local guidelines and regulations.

Responsibilities: The Contract Supervisor manages the activity of entry and mid-level contract accounting professionals in review and preparation of routine contract preparation, amendments and monthly billing. The contract team maintains contract receivables and application of cash receipts. The Contract Supervisor prepares specialized and/or non-routine responses for proposals, bids, contract renewals and modifications. The Supervisor analyzes significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with MA laws, funder regulations, KDC policies and procedures and communicates results to the contract and program teams. The Contract Supervisor develops negotiation strategy and leads the KDC team on all state and local contractual questions, reviews and utilization. The Contract Supervisor analyzes new laws, regulations and processes for potential impact on KDC’s goals and objectives. Provides authoritative guidance to internal program teams and contract subordinates on budgets and objectivates relating to contract activity. The Supervisor is the focal point for all communication with State and Local funders and program teams for resolution of contract issues, amendments and utilization.

Skills/Abilities: The ability to supervise and train less experienced contract professionals and to identify and develop contract skills in assigned function. Ability to draft moderate to complex, non-routine state and local contracts. Working to excellent knowledge of MA funding agencies policies and procedures, coupled with the ability to identify ongoing improvements to KDC contract policies and procedures and communicate implementation procedures to others. Working to expert knowledge of MA Agency contract concepts, laws and regulations. Working to strong understanding of MA Uniform Financial Reporting, (UFR) preparation. Strong to excellent analytical and communication skills. Good presentation, leadership and management skills. Use of independent judgement and creativity applied to resolution of contract issues. Emerging ability to excel in upper level management environment. The Contracts Supervisor must interface with finance subordinates, program management teams, senior funder individuals and mid to senior level KDC leadership.

Education/Experience:

  • Bachelor’s Degree in Finance or Business.
  • Knowledge of MA Purchase of Service systems and processes.
  • 5+ years of MA Agency contract or related experience
  • Working to expert knowledge of Microsoft Office Software and Accounting applications.
