The ADDP HCBS Work Group was formed as a result of the the final Home and Community-Based Services regulations that were set by The Centers for Medicare and Medicaid Services (CMS). These regulations set new requirements for several Medicaid authorities under which states may provide home and community-based long-term services and supports. The regulations are intended to enhance the quality of HCBS and provide additional protections to individuals that receive services under these Medicaid authorities.
DDS, MRC and MassHealth were included in a Statewide Transition Plan that was submitted to CMS so that the executive branch would know what is needed for each state agency to transition into compliance to the new regulatory requirements by 2019. The ADDP HCBS Work Group has been heavily involved with providing stakeholder input to DDS on both the statewide transition plan and the new DDS licensing and certification indicators that have been created to ensure compliance with the new CMS HCBS Rule.
