Creating Successful Relationships with ACOs: Including The Prospect CharterCARE, LLC Case Study

This training will provide insights and pragmatic recommendations for achieving highly successful provider relationships with Accountable Care Organizations (ACO). In addition to reviewing the current ACO landscape in Massachusetts and the New England Region, it will provide guidance on development of strong partnerships with insurers and state leaders as well as ACOs. The training will also review value-based purchasing methodologies and cultivation of a commitment to quality and improved client outcomes.

Purpose/Background

For accountable care organizations (ACO) to be successful in our market, they need to build sustainable partnerships with health plans. And for provider organizations to be successful in the world of ACOs, they need to position their organization to develop strategic relationships with ACOs. Building these relationships will be the focus of this training led by Rebecca Plonsky, LICSW, Vice President of Development for Integrated Behavioral Health-East and Southwest Region, Prospect CharterCARE.

Prospect CharterCare operates an integrated care system in Rhode Island and is affiliated nationally with Prospect Medical Holdings. Prospect Medical Holdings covers 435,000 lives across six states. The Prospect CharterCARE system in Rhode Island consists of an addiction treatment center, outpatient centers for behavioral health and primary care, and two hospitals. Currently, Prospect CharterCARE operates a Next Generation Medicare ACO, a Medicaid ACO, a Medicare ACO-like structure, and a commercial ACO-like structure. In 2018, the organization is looking to develop another commercial ACO-like structure.

Prospect CharterCARE works with 10 ACOs, with an expected 65,000 lives by the first quarter of 2018 – and Rebecca talked about the four steps that have enabled her organization to successfully implement multiple ACO contracts with health plans – what she called the “four levers” of success, including emphasis on value-based reimbursement and quality improvement outcomes. She will be reviewing the four levers of success in this highly engaging and informative training.

Speaker

Rebecca Plonsky, LICSW

Rebecca Plonsky, LICSW, Regional Vice President of Development for Integrated Behavioral Health, East works for Prospect CharterCARE, LLC. In her current role, Rebecca is results driven and provides system wide leadership and strategic direction for integrated behavioral health. She is responsible for integrated behavioral health business growth and development, quality and reporting oversight, and psychiatrist and physician recruitment for the eastern region. Her efforts focus on enhancing clinical and operational excellence, driving innovative payment arrangements, and improving patient recovery capital and health outcomes. Over the past 2 years, Rebecca led the opening of a Long Term Behavioral Health Unit, an Outpatient Addiction Services Center, and 2 behavioral health integration sites in primary care. She also assisted in securing state approval for Prospect CharterCARE, LLC to be recognized as Accountable Care Organization. Previously, Rebecca advised that state on integrated behavioral health programming for high risk, complex Medicaid members at the Executive Health and Human Services/Xerox Healthcare. She also held a behavioral health management role at Blue Cross Blue Shield of Rhode Island. Rebecca continues to work as an independently licensed clinician and maintains a private practice treating late adolescents and adults with mood disorders, substance use, and relational discord. In her free time she enjoys spending time with her 7 year old twin boys and running.
