What's easier? Meeting your In-Laws or an ACO for the First Time?

Within the next few weeks, the Baker Administration will be submitting a proposal to the Center on Medicare and Medicaid Services on restructuring the Commonwealth's MassHealth (Medicaid) program to enable the state to move away from a fee for service platform into a managed care system known as Accountable Care Organizations (ACO). 

CMS defines ACOs as groups of doctors, hospitals, and other health care providers, who come together voluntarily to give coordinated high quality care to their Medicare/Medicaid patients.

The goal of coordinated care is to ensure that patients, especially the chronically ill, get the right care at the right time, while avoiding unnecessary duplication of services and preventing medical errors. 

If CMS gives the Baker Administration its expected endorsement, it is likely that all health and human services supported by the Commonwealth may see a change in how services are delivered, administered, and paid.

ADDP has been working with its members to stay current on all ACO developments.

In order to be more fully informed ADDP is sponsoring this open dialogue with potential ACO partners, to learn more about how ACOs may function and to allow for an open exchange between disability providers, advocates and others with potential ACO leaders.

Key Questions:

  • How will disability programs interact with ACOs?
  • Do ACOs understand the I/DD community?
  • Will current service levels be protected for people with disabilities?
  • Will rate and salary protections, such as Chapter 257 be honored?
  • Is there data to support LTSS and managed care?
  • Should the disability community welcome or fear ACOs?
  • Will ACOs support employment goals for people with disabilities?
  • Will ACOs embrace Olmstead, the ADA or CMS Community Rules?
  • How is all of this going to work?
  • Will outcomes really be improved or is this just about cutting funding?
